Merril has written an excellent overview of five basic instructional principles. Specific rules and recommendation at the level of the teacher and a course are given. They are evidence based. It is good enough to improve the education enormously.
However I do you know which principle you have to apply and how can I translate it in real education. This is where the design step has a place.
