These document are needed in the  design process. They help to find the crucial elements of the curriculum/LE. The proposals to elaborate the LE can be explained with help of the  systematic analyses. If you want this then you have to do that. For example how to master competences?

But the documents  are also used by the teachers to prepare their courses in the development phase. Of course the analyses, plans and criteria are also needed in the evaluation phase.

The documents also are a kind of archive: why did we make the learning environment the way it is. The analyses helps  with necessary changes in the curriculum
